Tail Chasing

I ama a citizen of a country being occupied by troops from a foreign government so I want those troops to leave. My friends and I get together and organize attacks on those troops, killing one now and then.
The citizens of the country the troops represent don't like their sons and daughyrts being killed so they protest "Bring our children home" and "This isn't a just cause-we shouldn't be there". Such cries from the citizenry only fuels hope for me and my friends because we know we can win this way.

If the citizens of the country that sent the troops were to fully support their country and say "for everyone of us you kill, we'll send two to take his place." then it would really become discouraging for us because we would know we not only aren't accomplishing our goals but we are stenthening our enemies resolve.
